With just hours to go before the deadline for the
reconstitution of the Bihar Assembly, it now looks certain
the state will come under President's rule.
None of the alliances are in a position to reach the half way
mark. But Lok Jan Shakti leader Ram Vilas Paswan is adamant
that he will not have any truck with either the RJD or BJP.
Paswan has also denied reports that he was quitting from the
UPA government at the Centre.
Governor's stand
Governor Buta Singh had on Saturday indicated that he would
invite only that combination to form the government, which
submitted sworn affidavits of at least 122 MLAs required for
a simple majority.
But despite being nowhere close to the magic figure in the
243-member house, RJD leader Rabri Devi staked claim to form
the government on Saturday.
This prompted the opposition NDA to tell the Governor that if
any alliance has to be invited to form the ministry, it
should be the NDA and not the RJD combine.
The extreme caution being exercised by the Governor clearly
reflects that he is being very careful after the developments
in Goa and Jharkhand.
History of President's rule
President's rule was first imposed in Bihar in January 1968
and lasted for a month after which Bhola Paswan Shastri of
the Congress took over.
In July 1969, President's rule was imposed again in the
state. This time it lasted till January 1970 when Doorga
Prasad Rai of Congress took over as the Chief Minister.
President's rule was re-imposed in early 1972 and continued
till March that year when Kedar Pande of the Congress took
over.
President's rule came back in 1977 and again in 1980. After
that Jagannath Mishra of the Congress was the Chief Minister
of the state.
It was imposed again in 1995 after which Lalu Prasad Yadav,
then belonging to the Janata Dal, took over. After a month of
President's rule in 1999, Lalu's wife Rabri Devi became the
Chief Minister of the state. (With PTI inputs)
