   CBI court to frame charges against Telgi

A special CBI court will today frame charges against the fake stamp paper scam prime accused Abdul Karim Telgi and his two associates.

The prosecution had submitted the draft charges to be framed against the accused under the Indian Penal Code and Stamp Act on Thursday.

Telgi and his two associates Ramratan Soni and Sanjay Gaikwad are charged with circulating counterfeit stamp papers in the market.

Mumbai police had seized fake stamp papers from associates of Telgi in 1995 and registered a case against the trio.

Later, the matter was transferred to DCB, CID and finally CBI took over the case.

Telgi is involved in several such cases of circulating counterfeit stamps and stamp papers.

Chronology of the scam

June 1999: Telgi's name surfaces in the fake stamp paper scam
November 2001: Telgi arrested in Ajmer
October 2002: Maharashtra government forms special task force to examine Telgi's role in the scam
January 2003: The then Mumbai Police Commissioner whose named had figured in the scam was given a clean chit but the ASI of the Mumbai police's crime branch and Samajwadi Party MLA Anil Gote were arrested in connection with the scam
September 2003: The former Mumbai police commissioner S S Puri was made charge of the inquiry and the investigation picked up pace
October 2003: Asst police commissioner Gokul Patil, an inspector of the crime branch of the Sahara Airport, Inspector Andhale and inspector Prabhakar Kadke were arrested under MCOCA
November 2003: More police officials were arrested in the case. Former police commissioner RS Sharma was again questioned.

Meanwhile, the Karnataka government submitted 56 audiotapes, which contained recordings of conversations between Telgi and police officials and politicians to the SIT. The SIT then submitted its report to the court. (With PTI inputs)
