NEW DELHI: The US decision to
deny Gujarat CM, Narendra Modi, a visa won’t impact on
bilateral ties even though New Delhi “regrets” Washington’s
stance, both officials and analysts say.
Senior foreign ministry officials insisted that while the US
decision was “regrettable”, the visa issue concerned an
individual, albeit a person holding a constitutional post,
and cannot be mixed up with bilateral ties.
“We are witnessing the biggest breakthrough in bilateral
relations in 57 years. Do you think we are going to give it
all up over the issue of a visa?” an official asked.
G Parthasarathy, a former envoy to Australia & Pakistan,
said: “This (US decision) will not have any impact on
India-US relations, whatever Mr Modi and others may say.”
He said the PM’s statement in Parliament, asking the US to
review its decision, is “linked to domestic policies than
diplomacy”. He also said, “The fact of the matter is that
Modi had been indicted not only by the NHRC but also the by
the Supreme Court by transferring some of the (‘02 Gujarat
violence) cases outside the state. We have to live with the
realities of the contemporary world.”
MEA officials said following US secretary of state
Condoleezza Rice’s visit to New Delhi, India and the US are
poised to expand and deepen bilateral co-operation in key
areas to transform their relations to a strategic
partnership. This will cover broad energy dialogue, including
civilian nuclear technology, defence, including joint
production of military hardware and environment.
The official further added: “We do regret the US move and do
believe that Modi should have got a visa in keeping with
democratic traditions and practices. That is that.”
The US last week denied Mr Modi a visa over his alleged role
in the sectarian violence in Gujarat three years ago. The
official acknowledged that to some the Modi episode may have
come as an anti-climax to the visit of Rice, who
significantly chose India as the first stop of her six-nation
Asia tour.
